A tower every few weeks, a district every few years. The speed is not an accident — it is a procurement model, a labour market and a planning code working in unison.
Stand on any overpass on Sheikh Zayed Road for long enough and you will watch the skyline edit itself. A crane arrives, a core rises, cladding closes the frame, and a building that did not exist at the start of a lease is handing over keys before it ends. The pace is the city's most quoted statistic and its least explained one.
Approvals run in parallel, not in sequence
In most cities, a project moves through consent, then detailed design, then tender, then construction — each stage waiting on the last. Dubai's authorities allow substantial overlap. Enabling works and piling can begin under an early works permit while the superstructure package is still being priced.
The effect compounds. Shaving three months off each of four stages does not save three months; it saves closer to a year, because the critical path never idles.

What speed costs
Compressed programmes push risk downstream. Design changes land after procurement, variation orders multiply, and the contractor absorbs coordination that a slower process would have resolved on paper. The visible result is a city of remarkable towers with a less remarkable record on snagging and long-term maintenance.
The more interesting question is not whether the model is fast — it plainly is — but which parts of it are exportable, and which depend on conditions particular to the Gulf.
